Finding rooms

Finding your room is pretty easy once you know how to read the signs. The letter on a room sign represents the name of the campus you are on. The number next to the letter represents the building number. The room number is given after the dot. The first number of the room number denotes the floor of the building. The other numbers are the actual room.

Example

For example, B2.G52 is room 52, the ground floor, building 2 on Elgar campus.


Parking

Alert:

A daily parking ticket must be purchased from the ticket machines or via PayStay. Tickets from the machines MUST be displayed clearly on the dashboard.

A valid BHI permit must be displayed on the lower left-hand corner of your windscreen. Failure to have both will incur a fine.

If you do not pay the amount outstanding or take one of the options available to finalise the matter, further enforcement action will be taken and added fees will be incurred under the Infringements Act 2006 including registration with Fines Victoria for management.

BHI parking permit


Annual parking permits are required for parking at any of our Box Hill campus parking lots

They can be purchased from Student Admin, on the ground floor Building 4 for $5 per year.

Permits will be issued in-line with your enrolment on an annual basis and must be displayed on the bottom left-hand corner of your windshield (passenger side).

PayStay App

Online payments can be made via the website https://www.paystay.com.au

Alternatively, you can download the app or call 1300 322 111 to purchase your parking.

Please note each parking area has a ‘unique code’ and is listed at each car park.  You are only required to make a purchase with one of the codes below, this will cover you across all car parks even if you need to move your vehicle to a different car park.

Paying for parking

Parking at any of our Box Hill Campus parking lots requires a parking permit as well as a daily parking ticket.

Daily parking tickets can be purchased using an onsite parking meter or using the PayStay services. 

If a ticket machine is out of service, it is the responsibility of the entering party to locate other ticket machines or use the PayStay service.

App payments: Download the Paystay app from the Apple or Google app store

Please note each parking area has a unique Zone code listed at each car park. Only one code is required per day, this will cover you across all car parks even if you need to move your vehicle to a different location.

Other Parking Options

Parking in and around the Elgar campus is limited however Box Hill is well serviced by public transport including trams, trains and buses. Elgar Campus is approximately 10 minutes' walk from Box Hill Station.

Parking at Elgar Campus is restricted to permit holders only, with the exception of the open car park, corner Elgar and Whitehorse Road 450 Elgar Rd Car Park which is open to the public.

Parking options are:

  • Student Parking is available at P6 (access via Kingsley Crescent). Tickets can be purchase via PayStay. or ticket machines for $4.00 (effective Jan 1st, 2024).
  • There are 110 parking spaces available under Building B7. Access is from Elgar Rd (left turn entry and exit only). 
  • Car Park, corner Elgar Road & Arnold Street 120 spaces, entry via Poplar Street.
  • Council street 2-hour parking is available along Victoria Crescent, Kingsley Crescent and Whitehorse Road as indicated (subject to change without notice)
  • 66 spaces are available at 450 Elgar Road (corner of Whitehorse Road – left turn entry and exit only). Tickets can be purchased at the ticket machine or via PayStay (code: 31280001) for $3.50 per hour for up to 4 hours or a maximum of $11 per day. This is the only car park that does not require a permit and is open to the public.
  • Other public parking options is available on the corner of Elgar and Whitehorse Road, standard rates apply.

Fountains Restaurant car park is accessed via gate P7 on Victoria Crescent and is for restaurant patrons only. When making a reservation please ask for allocated car parking. You can reach the restaurant on 9286 9278.

Nelson Campus

Nelson campus parking is available for students and visitors. Tickets can be purchased for $4.00 at the ticket machine or via PayStay for BHI permit holders only. Disabled parking is also available for BHI permit holders.

Whitehorse campus

Parking at our Whitehorse Campus is a great alternative if you are unable to find parking at our Nelson Campus. To access the boom gate the code is: 03128# which you can enter via Bank Street.

Please note that you will be required to have a valid BHI Parking Permit (which can be obtained from Student Admin in Building B4, Ground Level); purchase a ticket for $4.00 per day from ticket machines onsite or by using PayStay.

Lilydale campus

Limited onsite car parking is available. Additional parking is available at nearby shopping centers. No parking costs apply at the Lilydale Lakeside Campus.

CBD campus

Car parking is available at nearby Wilson, Secure Parking and Melbourne City Council car parks. Standard rates apply.

Fountains Restaurant

Fountains Restaurant car park is accessed via gate P7 on Victoria Crescent and is for restaurant patrons only. When making a reservation please ask for allocated car parking. You can reach the restaurant on 9286 9278.

Fines

Overview

Parking Permit and Ticket Requirements

Permit Display: Vehicles must display a valid BHI car parking permit for the current year, positioned on the lower left-hand corner of the windscreen; and

Daily Parking Ticket: A ticket must be purchased daily either from on-site ticket machines or via the PayStay app. It is mandatory to display these tickets clearly on the vehicle's dashboard.

Parking Fines: If you park illegally, you risk being issued with a Fine. Parking fines can be served on you by being handed to you, put under your vehicle's windscreen wiper or sent to the registered owner of the car via mail.

Non-payment of Fines: It is important to pay your Fine by the due date. If you fail to make payment by the due date, you will receive a Penalty Reminder Notice and additional costs will be added to your fine. Continued failure to pay your Fine may lead to actions by the Director of Fines Victoria .

  • Applicable Laws: Infringement notices are issued based on the Road Safety Act 1986, Victorian Road Rules, Infringements Act 2006, and Infringements Regulation 2016.
  • Issuance: Notices are issued for violations related to road safety and parking regulations in Box Hill Institute.

Parking Rules and Common Offences

  • Requirement: Most spaces require both a valid BHI permit and a paid ticket or an active PayStay session.
  • Common Violations:
    • Fail to Pay Fee (Offence 702): Lack of a valid ticket or active PayStay session.
    • Permit Zone Violation (Offence 728): Parking in a permit zone without a valid permit.
  • Some other violations are not limited to but include parking in designated areas for people with disabilities, no stopping/standing zones, or non-compliance with specific car park requirements, and others as consistent with the Victorian Road Rules and relevant legislation.

  • Online: Pay here.
  • By Phone: Payments are accepted using Visa or MasterCard at 1300 095 729. Call and follow the prompts.
  • Payment Window: Credit card payments are not accepted within 3 business days of infringement issuance.
  • Payment Plans: Options are available under certain conditions. Contact 03 9058 6640 for eligibility and arrangements.

Request an Internal Review of your Fine

You may request an internal review of your fine if:

  • you believe the fine was unfairly issued
  • there is a valid reason for withdrawing the fine
  • We encourage you seek information about internal review available on the Fines Victoria’s website at Request a review (fines.vic.gov.au) Disclaimer: Do not apply for review via this link. Request an Internal Review through contact points below.

Application Timing: Applications for internal review on registrable Fines can be lodged at any time before the Fine is registered with Fines Victoria. Please note that additional fees will be applicable if a request for review is lodged after the 28-day period. 

One-Time Application Rule: Each person is allowed one internal review application per Fine. Each internal review application will be reviewed on its own merits.

How to Apply: To request an internal review, provide your full name, current postal address, and the reason for the review.

Notification of Outcome: A decision will be communicated via a return letter mailed to you.

Process Duration: The review process can take up to 90 days, with efforts made for prompt responses.

You can request an Internal Review under one of the following grounds:


  • Contrary to law: the fine was invalid or improperly issued to you

    You can request a review under this ground if you believe that the enforcement agency's decision to fine you was inconsistent with the law. For example, the officer who issued the fine acted unlawfully, improperly or outside their authority or it does not comply with the legal requirements of an infringement notice. 

  • Exceptional circumstances: the offence occurred due to an extraordinary or unavoidable situation

    Note: You should only select this ground if you can show that the offence occurred due to circumstances that were out of the ordinary, unavoidable or exceptional – such as a medical emergency or a vehicle breakdown. 

  • Mistake of identity: the fine was issued to the wrong person

    You can request a review under this ground if you have been incorrectly identified as the person who committed an offence, and you have evidence to support your claim. 

  • Special circumstances: you have serious personal issues, conditions or difficulties

    Note: These circumstances are very specific. You should only select this ground if you committed the offence and can show that at the time of your offence you:

    • had a mental or intellectual disability, disorder, disease, or illness
    • had a serious addiction to drugs, alcohol, or a volatile substance
    • were homeless
    • were a victim of family violence, or
    • you cannot deal with your fines because of severe disabling long-term circumstances.
    • You will need to provide evidence from a qualified practitioner or agency. For more information on what is required and how to apply, see: Special Circumstances. 

  • Person unaware: you did not know about the fine

    Note: You can only request a review under this ground if all of the following apply:

    • you found out about the fine within the last 14 days, and
    • the fine was not personally given to you by an officer, and
    • the fine was not for a traffic offence or tolling offence (Melbourne CityLink/Linkt or Eastlink); or
    • the fine was not for an Environment Protection Agency waste or littering offence that occurred in or in relation to a vehicle.
    • You can apply for a review of a parking fine if the fine was not issued by Victoria Police.

You should also attach a copy of all evidence such as valid BHI parking permit, daily ticket (from ticket machine or a screenshot from the PayStay app), and infringement notice for the date in dispute; along with your best contact details (Name, Address, Rego, Phone Number, Email). 

When the review process has been finalised, you will be advised of the outcome in writing. If your appeal is unsuccessful, the remaining options:

Why do Box Hill Institute charge for parking?

Box Hill is a heavily developed area with limited parking availability. By charging a low fee for access to onsite parking, we are able to source a small amount of revenue that is reinvested into our facilities and teaching resources to improve the student experience.

The fee charged for onsite parking is highly competitive compared to other paid parking options in the area. For those who would prefer not to pay for parking, free street parking is available within walking distance of our campuses.

When does this start?

The new infringement procedures will begin from Monday 20 November.

Does this apply retrospectively to old fines, or is it just for new fines?

Any parking fines that are ovedue by 180 days as of 20 November 2023 will be passed onto Fines Victoria for collection. This will be applicable on a rolling basis.

I have a parking permit on my car but I sometimes drive my partner’s car to work – will I still get fined?

If you are using another car that is not your registered vehicle and does not have a valid permit displayed, please reach out to our Facilities team for a Temporary Parking Permit. They can be found in Building 4, Level 2, Room 201.

Failure to source and display a Temporary Parking Permit may result in a fine.

What’s the process once the fine has been referred to Fines Victoria, and how long do I have to pay?

Will the Sherriff be able to clamp my tyres if I don’t pay the fine on time?
